The Government intends to strengthen national support to municipalities and regions in mapping conditions and preparing and enabling the use of innovative investment models, such as social impact bonds. Humana is since some time working with a social impact bond, aiming reducing the need for and improving social care for vulnerable children, and welcomes municipalities to cooperate.

The Government writes in a press release that the purpose of the initiative is to support the work for more actors to meet and together tackle various societal challenges with new innovative methods. The proposal means that SEK 10 million will be allocated per year during 2024-2026. Humana has for some time published social outcome measures in the Individual and Family business area and for Norway, and is working to develop its first social impact bond together with Utfallsfonden.

The challenges facing the municipal sector will not only be solved by more employees and more resources. The Government's initiative confirms that future care requires new innovative methods and that Humana is on the right track in the work of measuring and following up the outcomes of our care, says Johanna Rastad, President and CEO of Humana.

Humana is involved in active knowledge sharing and has been asked to contribute its expertise. This request falls within the frame of a collaborative pilot project initiated by the National Board of Health and Welfare, the Swedish Authority of Local Authorities and Regions (SKR), and Rådet för Samverkan om Socialtjänstfrågor (RSS). The pilot aims to encourage need-based knowledge development and support the implementation of evidence-based treatment methods using best available knowledge. The main goal is to increase the number of children that can be offered scientifically evaluated interventions with proven efficient results when it comes to reducing antisocial behaviour and criminality.

The governments initiative will facilitate the introduction of social impact bonds in Sweden. We know that we have a good method select fewer children will have to be taken into care and for a better result for the child if that still needs to happen. We now welcome municipalities to use both of the new knowledge support and the governments initiative to introduce social impact bands bonds, and take the chance to improve life for vulnerable children, says Johanna Rastad, President and CEO of Humana.
