Netum reforms the Farmers’ Social Insurance Institution’s holiday and stand-in service system

Netum Ltd and the Farmers' Social Insurance Institution (Mela) have signed an agreement on the development and maintenance of a new holiday and stand-in service system. The system is a national information system designed for the administrative tasks of agricultural stand-in services. In the future, it will handle applications for stand-in services, decision-making, and tasks related to the organisation of services digitally.

Lomitusnetti, which is still in use today, is technically outdated, and its functionalities no longer serve the implementation of stand-in services at a sufficient level. Lomitusnetti does not support the current administrative processes and does not meet today's requirements for digital services and transactions. In the future, the aim is to prioritise digital service channels, which will reduce the need for mailing paper letters and primarily utilise electronic communications and Suomi.fi messages.

As the authority responsible for the farmers' holiday and stand-in scheme, Mela is accountable for the stand-in service system and its maintenance. Additionally, it manages the implementation of stand-in services and oversees the organisation of local administration for these services. The holiday and stand-in service system is the most important tool for local units to manage agricultural relief work and to support practical arrangements.

The system is used by Mela's experts, representatives of local units, farmers and service providers of stand-in services. In the stand-in services system, stand-in services are applied for, decisions related to them are processed and made, invoicing materials are compiled, and communication is sent to various operators. The smooth administration of the system requires integrations with Mela's own information systems, national registers and information systems used by local units. In addition, the implementation of the system must take into account possible future changes both in legislation and at the organisational level.

The Farmers' Social Insurance Institution chose Netum as its implementation partner through an open tendering process. The duration of the agreement is seven years. The procurement includes an option to expand the functionalities and integrations of the stand-in system during the contract period.
