GRK has been selected as infrastructure builder for the development project of the Port of Luleå in northern Sweden. GRK and Luleå Hamn AB signed the agreement on 24 September 2025. This is an alliance project with a value up to approximately EUR 25–30 million for GRK.

There are numerous green transition projects under way in northern Sweden, and the Port of Luleå is logistically the most important port for sea freight. The port aims to grow significantly and  handle completely new types of goods.  This requires rebuilding the port and improving its connections.

The port is being developed in an alliance project (samverkan). The client has divided the project into four different design and implementation projects: concrete structures, groundworks, paving and municipal technology, in which GRK acts as the sole builder.

As is typical for an alliance project, the project is divided into the development and implementation phases. The development phase of each project takes about a month. The more detailed project plan, materials, schedule and costs will be specified during it.  The development phase is followed by the construction phase. After the development phase, a separate decision will be made on the implementation phase, i.e. the start of construction.   
 
The part of each implementation phase will not be transferred to GRK’s order backlog until the start of its construction.  GRK is involved in all of the diverse infrastructure construction tasks of the Port of Luleå project. GRK will be responsible for, among other things, the construction of a new loading dock of approximately 400 metres, the construction of new and temporary roads in the port area and the asphalting and paving of the port area. The project may also include the remediation of contaminated soil.  

The municipal technology project will include the construction of new electricity and water pipelines, the installation of optical fibre and the implementation of a stormwater system in the port. A wastewater pumping station, retention basin, oil separator and other cleaning solutions can also be implemented in the port area. In addition, the project includes an option for the implementation of various level crossings and access control solutions. During the construction work, the port will continue to operate normally.

We can see that the model is becoming more common in Sweden, and we want to be involved in such projects going forward," says CEO Mika Mäenpää.
